MOQ, Tooling and Sample Timelines for Hotel Furniture

A hotel furniture programme has three minimums, not one. At Rosy Rose, where the four workshops in Foshan have run on a single base since 1983, the three minimums are written into the quotation template, because in our experience the orders that miss their MOQ discussion at quotation are the orders that discover the minimum at pre-production. This guide is for hotel FF&E buyers, project owners' representatives, importers and distributors who want to read the MOQ and tooling story before they read the price.

The piece is written in the order a procurement team needs to read it: the three minimums, what tooling actually has to be made, the sample ladder, what runs in parallel and what cannot, phased programmes and lot splitting, and the silent week-losses.

Three Minimums, Not One

A contract furniture order has three minimums, and the three minimums do not move together:

A buyer who asks only about the per-piece MOQ has asked about one minimum out of three. A quotation that names all three minimums is a quotation the tender can be priced against.

Tooling: What Actually Has to Be Made

Tooling is a physical asset — a mould, jig, forming die, template or CNC program — that has to exist before the first part is made. Not every part needs tooling. The parts that usually do:

  • Cast metal components.
  • Formed metal components.
  • Moulded hardware or trim.
  • Bespoke joinery templates.
  • Custom edge profiles.

In our experience, the buyers who fund tooling are the buyers who own the tooling, and ownership belongs on the contract page one, not on a follow-up email.

Tooling ownership has three states: the buyer funds and owns; the buyer funds and the factory holds during the programme; the factory funds and amortises the cost into the unit price. Each state has a different contract clause. A tooling ownership clause that names only the funding source leaves the post-programme ownership open, and the dispute usually arrives when the buyer wants to move the programme to a second factory.

The Sample Ladder

A contract furniture order runs a sample ladder that has four rungs:

  1. Substrate finish sample. A small panel of the actual substrate in the actual finish direction.
  2. Coated or covered sample. A piece finished or covered in the proposed route, against an approved physical master.
  3. Pre-production piece. One production part in the production finish, signed off before bulk.
  4. Bulk reference. The bulk run referenced against the pre-production piece at every audit.

The sample ladder runs on a separate calendar from casegoods production, because the sample clock is dominated by coating cure, plating bath turnaround and PVD chamber cycle, not by queue position. Across our 200,000㎡ base, the sample-to-bulk clock for a stocked finish is 25 to 35 working days, and for a custom colour or custom substrate, 40 to 55 working days.

The sample ladder also runs at a different cost from the bulk run. A single pre-production piece costs more per piece than the same part in a bulk run, because the setup is amortised over one piece rather than a hundred. The buyer who treats the pre-production piece as a free deliverable has misunderstood the cost structure. The cost of the pre-production piece belongs on the quotation as a separate line.

What Runs in Parallel and What Cannot

Most of a furniture programme runs in parallel; a few steps cannot. The dependency map:

In our experience, the projects that hold the spec freeze at the start are the projects that can run the most steps in parallel. The projects that float the spec freeze lose the parallel-time they had on paper.

The parallel-and-serial map should be written on the project calendar at the start of the programme, not discovered at the first delay. A map that names the dependency for each step is a map the factory and the buyer can both work to, and the weekly review becomes a check on the dependencies rather than a hunt for the latest slip.

Phased Programmes and Lot Splitting

A phased hotel programme is one programme, not several. The phasing affects the lot split, not the spec:

A lot split that ignores the per-lot MOQ is a lot split that produces per-lot setup cost. The buyer who asks for lot splitting on a single-phase order is the buyer who pays for setup twice.

A phased programme also needs a slab, fabric and hardware reservation per phase, because the same supplier batch may not be available when the second phase orders. The reservation has to be in writing on the original purchase order, with a defined hold period.

The independence is the operational reason a sample ladder can hold a programme date when the production calendar slips.

Where Buyers Lose Weeks Without Noticing

  • Spec freeze is treated as a quotation step rather than a gate.
  • Sample build is run on the production calendar instead of the sample calendar.
  • Tooling manufacture is started after sample approval instead of in parallel.
  • Pre-production piece is skipped when the calendar is short.
  • Lot split is requested after the production slot is held.
